The City of Austin Watershed Protection Department (WPD) is looking for an individual with proven leadership skills, technical proficiency and project implementation expertise in the field of stormwater management. The primary function of this position is to lead the WPD Asset Management (AM) Program and the in-house Project Delivery Program. The position leads cross-functional teams from multiple WPD divisions to develop, implement and monitor an AM framework for the repair, renewal/replacement and upgrade needs of storm water infrastructure. The position will also lead the WPD In-house Project Delivery Program that coordinates activities between WPD work groups to address potential impacts from impaired, undersized or lack of storm water infrastructure. The position is not only accountable for the effectiveness of these programs, but also provides a high level of engineering and technical assistance to team members in the form of mentoring, developing engineering standards, process improvements and developing technical tools/approaches to be used by them. Additional functions of the position include detailed reviews and QA/QC of departmental sponsored Capital Improvement Program (CIP) project proposals, alternatives analysis/engineering studies and design plans. This position will reside in the Capital Program Management Office that is focused on improved service delivery of stormwater management projects for the citizens of Austin.
Graduation with a Bachelor's degree from an accredited college or university with major course work in a field related to engineering, plus eight (8) years engineering experience acquired either before and/or after licensing as a professional engineer.
Must be a licensed Professional Engineer (PE) in the State of Texas.
Graduate degree in Civil Engineering or closely related field.
Demonstrated successful experience in direct management of engineering and technical support staff for project delivery of infrastructure projects.
Demonstrated experience in successfully leading cross-functional teams of non-direct reporting staff.
Proficiency in data intensive technology applications such as hydraulic models, GIS, complex spreadsheet analysis, databases and innovative computer programming.
Demonstrated successful leadership in development of priority start-up initiatives and programs related to infrastructure asset management and project delivery.
Direct experience in the design and construction of stormwater infrastructure maintenance, repair, renewal and upgrade of projects.
Experience in long-range capital planning of stormwater infrastructure renewal and upgrade projects.
