Job Description

This senior level position serves in a leadership role in the Capital Program Management Office (CPMO) of the Watershed Protection Department.

The CPMO provides programmatic support for the WPD Capital Improvement Program (CIP) project delivery teams in Watershed Engineering and Environmental Resource Management along with the department's Planning and Financial Management divisions. Objectives of the CPMO are accelerated delivery, increased output and quality of the department's CIP infrastructure projects. The CPMO's functions include process improvements and accountability for WPD's project delivery; QA/QC of CIP deliverables, CIP financial/resource needs evaluation, standards development and project delivery training and coaching for WPD staff. CPMO also leads the department's asset management planning program, facilitates the in-house project delivery process, and leads CIP coordination efforts with other City departments and external entities.

The Capital Program Consultant position will primarily focus on the capital project delivery functions and report directly to the manager of the CPMO. This position requires strong leadership and communication skills along with education and experience in project/program management of civil engineering projects or strongly related field in capital project delivery and management.ic Library Card

Job Requirements

  • Graduate degree in Civil Engineering, Project/Program Management or closely related field

  • Project Management Professional (PMP) Certification

  • Experience with capital improvement project management and program management best practices

  • Experience with long-range capital improvement program planning and portfolio management

  • Demonstrated experience and success leading cross-functional multidisciplinary project delivery and process improvement teams

  • Experience in the design and construction of capital improvement infrastructure projects

  • Experience in implementing business process systems for project and program management
